About the Examination Process
To join these prestigious services, candidates must clear the Civil Services Examination (CSE) conducted annually by the Union Public Service Commission (UPSC). The selection process is conducted in three stages:
- Preliminary Examination (Prelims)
- Main Examination (Mains)
- Personality Test (Interview)
Only after clearing all three stages do candidates enter the final merit list.
How to Apply
- Applications are submitted online through the official UPSC portal:
www.upsconline.nic.in - The application process consists of Part-I and Part-II registration.
- The application fee is ₹100 (exempted for SC/ST/Female/PwBD candidates).
- Fee can be paid through:
- SBI cash deposit
- SBI Net banking
- Visa/Master/RuPay Credit/Debit Cards
- Candidates must upload scanned photograph and signature in JPG format:
- Photo: 3 KB to 40 KB
- Signature: Minimum 1 KB
- Multiple applications should be avoided; if submitted, only the latest Registration ID will be considered.
- Candidates must provide a valid and active email ID for all future communication.
Plan of Examination
UPSC Civil Services Examination consists of two successive stages:
Stage 1: Civil Services Preliminary Examination
- Objective type (MCQ format)
- Two papers of 200 marks each
- General Studies Paper I
- General Studies Paper II (CSAT)
- CSAT is qualifying—candidate must score 33% marks.
- Marks of Prelims are not counted for final merit; they only determine eligibility for Mains.
Stage 2: Civil Services Main Examination
The Mains stage is descriptive and consists of nine papers:
- Seven papers count for the final merit.
- Two papers are qualifying:
- Paper A: Indian Language (from Eighth Schedule) – 300 marks
- Paper B: English – 300 marks
- Candidates clearing Mains appear for the Personality Test.
Personality Test (Interview)
A board of experts evaluates the candidate on:
- Personality
- Communication skills
- Mental alertness
- Balance of judgment
- Public service orientation
The interview assesses overall suitability for a career in public administration.
Final rank is based on the marks obtained in Mains (written) + Interview.
Eligibility Criteria
- Nationality:
- For IAS & IPS: Must be a citizen of India.
- For other services: Citizens of India and certain other categories as per UPSC rules.
- Age Limit:
- Minimum: 21 years
- Maximum: 32 years (as on 1st August of exam year)
- Relaxation:
- SC/ST: +5 years
- OBC: +3 years
- PwBD & Ex-Defence categories: As per rules
- Educational Qualification:
- Must hold a graduation degree or equivalent.
- Final-year students can apply for Prelims but must produce proof of graduation before Mains.
- Restrictions:
- A candidate already serving as IAS or IFS is not eligible to appear again.
- A candidate appointed to IPS cannot opt for IPS again in the next examination.
